I don't think so. I've seen plenty of vids that aren't toying vids at all. Those ones do generally tend to be the more popular ones though. Usually 'Toypics' exist to show off...well...toys, whether in use or not, but I don't think they will kill you over a stocking video, since it's pretty much in the same fetish group.
I believe that it is a requirement that you have a toy of some sort in your videos... you may be able to stretch the meaning of toy, or even just get past it.

You have to have a toy in your video, at least that's my experience. I had a video up showing off the results of a week long edging session with my Dragoness. The video was taken down, flagged for not showing one of their products I guess? I'm not too sure.
Like I said, I'm not sure. I think if you have some type of sex toy in your video, with some use, you should be alright.
