Converting Nyx to Full Body

So I can't believe this toy isn't just a small kobold/dragon doll and would like to convert it to being a full bodied doll.
What do some of you think would be the best course of action? Silicone molds? Sculpt and attach parts? Sewing materials? Has anyone else tried this?

 

There are plushie makers, who have differently named "convience holes" for the toys/designs they produce. It takes some digging around, but it can be done. It takes some digging around though, because this kind of artists get both customers and trolls trying to hate them.
